Is it possible to set a VM guest so that the clock restarts from the time of
the last shutdown without synchronizing to the host?
In other words, if the guest VM is powered off at 12:00 AM (real time) and
is started up again at 3:00 PM (real time) can the VM be forced to set the
clock at 12:01 AM?

Time synchronization is an option of the VMWare tools. Just have a look
in the tools, and unselect it.
